Dalhousie University has put in place a new U.S. Department of Energy User Facility Policy to ensure that Dalhousie researchers have access to scientific user facilities in the U.S. operated by the U.S. Department of Energy, Office of Science. These research facilities provide external researchers with access to modern science tools and facilities for the purpose of advancing scientific or technical knowledge.
The U.S. Department of Energy requires that Dalhousie sign a user agreement with each user facility. This user agreement would then apply to all researchers who may want to access this user facility during the period that the agreement is in force. Included in the user agreement are indemnity, liability and intellectual property requirements. Under the intellectual property provisions, Dalhousie requires rights to the intellectual property created by the researcher in order to meet the disclosure and licensing requirements in the user agreement.
The purpose of this Dalhousie policy is to ensure that Dalhousie researchers are made aware of the terms in each user agreement by Research Services before they access such user facility and ensure that Dalhousie and the researcher can meet those terms.
The Policy is posted on the Guidelines and Policies section of the DRS website under the Responsible Conduct of Research heading.
