Dr. Black, Director of the Centre for Foreign Policy Studies and Lester B. Pearson Professor of International Development Studies in the Department of Political Science addressed the convoation audience of students, proud parents and faculty on May 21. Dr. Black's speech was a timely and promosing note to graduates in the Faculties of Arts and Social Sciences and Graduate Studies.
