Fire Service Administration

Certificate Program

The Certificate in Fire Service Administration (CFSA) was created by Dalhousie University College of Continuing Education (formerly Henson College) to help fire service officers develop their administrative and managerial skills.

By the time fire service officers are promoted to administrative positions in their departments they have years of fireground training and experience. At this point in their careers they need a new kind of training to prepare them for the new challenges they face.

Who Should Enroll

Any graduate of the Certificate in Fire Service Leadership.

Objectives

  • To provide participants with skills that enable them to be better managers and leaders within the fire departments.
  • To instill a breadth and depth of knowledge that will enable participants to better manage their fire departments.

Delivery Method

All courses in our programs are delivered online. Online delivery enables students to interact with fellow students as well as the instructor. Students participate in online graded discussions and/or group work as well as complete written assignments.

Participants enrolled in our certificate programs may choose the correspondence or online delivery method through the Blackboard Learning System (BLS). The Certificate in Incident Command is only delivered online. Online delivery enables students to interact with their fellow students as well as the instructor. Students participate in online graded discussions and/or group work as well as complete written assignments.

To obtain the certificate students must complete 9 courses. Students are required to obtain some breadth of understanding in fire service administration. As a consequence students must complete the following required courses.

Textbook Information

The registration fee does NOT include the cost of Textbooks.

CFSA courses may use one or more of the books that were required for the CFSL program. You will only find them included on the ‘specific Textbook Order form’ if they are required for that course. If they are on the list and you already have a copy be sure to double check it to be certain that you have the proper edition/s. If you have an older edition you will need to purchase the updated one by including it in your Textbook order.

Go to the either the ‘Required courses’ or the ‘Elective courses’ section below and click on the name of the course. This will take you to the course description and the ‘Course specific Textbook Order form’.  You can complete the form electronically and email it to our office (as an attachment) or you can print it, complete it and fax or email it to the program office.

The completed form and payment must be received by our office no later than;

  • August 28th,  2017 for the fall 2017 term,
  • December 18th, 2017 for the winter 2017 term, and
  • March 28th, 2018 for the spring 2018.  

If your organization is paying you must include one of the following; a copy of the purchase order, a purchase order number, corporate credit card information, a letter authorizing us to invoice your department (email is fine) or a cheque.

Once payment is received the books will be sent via Canada Post to the address supplied on the order form. It is your responsibility to ensure you have all of the necessary books in their correct edition/s prior to the course start date.

IMPORTANT Note: Some of the CFSA textbooks are used for more than one CFSA course. Be sure to keep all of your books in a safe place until you have completely finished your studies with us. It is your responsibility to ensure you have the correct books and edition/s.

Required Courses (6)

  1. Fire Department Human Resource Management I (formerly Personnel Management in the Fire Service I)
  2. Municipal Finance
  3. Fire Service Law
  4. Program Evaluation and Statistics
  5. Fire Service Strategic Planning I

and one of:

  1. Fire Suppression Management or
  2. Fire Prevention Management

Elective Courses (3)

In addition to the 6 required courses above, students must complete 3 elective courses from the list below to receive a general certificate in Fire Service Administration.

Areas of Specialization and Courses

Students have the option of specializing in four areas within the Certificate in Fire Service Administration:

  • Human Resource Management
  • Operation Planning
  • Strategic Planning
  • Emergency Management

Human Resource Management

The Human Resources Management specialization requires that you complete the six required courses in the Certificate of Fire Service Administration and the following courses:

Operational Planning

The Operational Planning specialization requires that you complete the six required courses in the Certificate of Fire Service Administration and three courses below:

Strategic Planning

The Strategic Planning Specialization requires that you complete the six required courses in the Certificate in Fire Service Administration and the following courses:

Emergency Management Specialization

The Emergency Management specialization requires that you complete the six required courses in the Certificate of Fire Service Administration and three of the following courses:

Course Completion Certificate

A course completion certificate will be issued upon successful completion of each course in the cerificate in Fire Service Administration.

The Advanced Certificate in Fire Service Administration

Once a student has obtained the Certificate in Fire Administration in one area of specialization, that student may apply to obtain the CFSA (Advanced) by completing three addtional courses.
