Ocean Supercluster Resilience Call for Proposals

The Ocean Supercluster (OSC) Resilience Call for Proposals is investing up to $15 million into projects that promote ocean digital transformation, strengthen private-public sector connections, and build diverse partnerships between OSC members. Projects should tackle significant challenges in Canada’s ocean industries and the ocean community at large, unlocking new development opportunities, and increasing Canada’s global competitiveness in ocean.

The project consortium must consist of at least three (3) collaborators that are directly involved in and meaningfully benefitting from the project, including at least one (1) small medium sized enterprise and at least one (1) non-private sector organization.

Projects may request a minimum of $250,000 and a maximum of $5 million from OSC. The funds must be matched 1:1 by industry contribution, with up to a total of 25% of in-kind contributions. Interested researchers are encouraged to contact the Office of Commercialization and Industry Engagement (OCIE, formerly Industry Liaison and Innovation).

Projects may be up to 30 months in duration, and must be incremental to regular undertakings of the applicants.

The OSCR Call for Proposals process consists of two steps:

1. Expression of Interest (EOI)

Internal deadline: February 12th, 2021 at 4:30pm
Final deadline to OSC: February 19th, 2021 at 4pm AST

Interested applicants must complete the EOI Template form and submit to Shelley Brown.

A maximum of three EOIs may be submitted by Dalhousie University.

Please note – all EOIs must be submitted by Dalhousie ORS to the OSC. The OSC will not accept EOIs submitted by applicants directly.

2. Full proposal

Successful EOI applications will receive an invite to submit a full proposal by mid-March. Applicants will have five (5) weeks from the date of notification to develop and submit full proposals.


OSC is holding an Ideation Event on February 11th, 2 - 4pm. This is an opportunity to find potential partners and/or present ideas relevant to this call for proposals. For more details on the Ideation Event please contact membership@oceansupercluster.ca. Attendance is not required to submit an EOI.
